When an Internal Combustion Engine (ICE) driver inconsiderately parks in a spot reserved for electric vehicles. Especially when those spots are for Electric Vehicle Service Equipment (EVSE)... Chargers, that is.
I needed to charge badly, but both spots were ICEd by entitled soccer moms' vans.
