A dark substance composed of melting snow, dirt, spilled beer, and a powerful mix of other excretions and spillings that stained SUNY @ Oswego students' shoes/boots after an evening imbibing at such places as Broadwell's and Buckland's (mid 80's through early 90's).

To be high or under the influence of methamphetamine for any amount of time often starting tasks that one cannot finish.

I first coined this phrase back in 1983 when I saw Bill the cat on the front of a t-shirt of someone who was exhibiting psychotic and erratic behavior due to methamphetamine use.
