It is an attempt to convey the Point of view of the other person is theirs alone. One may feel some way but it is the way they feel, not you or others. A cop out or lame arguement to a valid argument or point

Basically, it means shut up. You just say 'you lip' in place of shut up.

Usually, the person saying it closes their hand with their thumb at the bottom and their four fingers at the top as they say it.
