It's a pump up phrase. Can be used in any situation in which tensions are high and excitement is built, like before an insane banger, or a huge sports game.

"Lets just be friends" is commonly used by females to break a relationship while attempting to maintain some sort of relationship with the victim, or attempts to prevent stalking and/or violent outbursts. Most commonly this leads to severe emotional trauma for the victim, and will lead him into a state of depression for several days.
