Used when someone does/plans/talks about something a bit crazy. A lengthened version would be "What drug are you taking, to be high enough to do that". "What are you on" is usually followed up with "Do you want a list?" even if that person is not under the influence of drugs. N.B Used in Britain, less in America
Friend 1 : "I'm gonna jump off that cliff"
Friend 2 : "What are you on?"
Friend 1 : "Do you want a list?"
Friend 2 : "What are you on?"
Friend 1 : "Do you want a list?"

Believe what you want is saying you're free to question and believe anything you choose, whether it's true or false, rather than forcing someone to share the same point of view, beliefs, or thoughts. It's not the same as an admission of anything.
If you're going to claim to tell it like it is, then tell it like it really is without your bullshit deceptive spin on what believe what you want means. Being full of shit isnt telling it like it is.
