To be sarcastically proactive is to be active in what you're currently or about to do as well as being sarcastic about it. This is mostly found in people with either sarcastic or emo-like personalities.
"Oh there she goes again, being sarcastically proactive in shelving those boxes..."

Satire that mocks or makes fun of a societal norm without a context or subject. Girl dinner is an example of sarcastic satire, in which the female collective makes fun of girls unreasonably small portion sizes in order to stay fit. Boy math is also an example in which girls mock negative tendencies of men and how stupid their reasoning is.
Girl 1: I have nothing to eat except cherries and popcorn...
Girl 2: Good enough, we girls have to stay slim!
Girl 1: You make a good point (she said with sarcastic satire) girl dinner!
Girl 2: GIRL DINNER!
Girl 2: Good enough, we girls have to stay slim!
