Used after saying something that can be interpreted as a that's what she said

this not in something that you catch yourself at a random point-- this is what that's what she said is used for, just at yourself. This clause is used specifically in a response to someone who just said "that's what she said", as to keep them from saying it more than once.
Adam: Man, tonight was AMAZING!!!

Jacob: That's what she said.
Josh: That wasn't very good.
Adam: I dunno I kinda liked it-- no "that's what she said" intended.

Friend: That's what she said!
You: Dude, stop. You've said that every day for a year.

Expression used to turn somebody's statement into a sexual innuendo, or to point out that it sounded sexual. The joke being, of course, that "She" - a mysterious woman, who seems to have sex with a lot of people (and who some believe to be "Your Mom", in accordance with these kinds of joke), supposedly used that statement in a sexual context.

A phrase that is addicting to say once one person refers to it...sometimes taken out of contex so it may not even make sense...

a sex joke, aka things that 'she' would say during sex

That's what she said 

A phrase used to blatantly point out the fact that something someone just said could be taken as a sexual double entendre. Usually found in America and other western countries as an adaptation of "as the actress said to the bishop". Other similar phrases include " Well..." and the aforementioned "as the actress said to the bishop"
