Hoosier is a Midwestern term that is usually used as a descriptive, negative title to portray someone as a hillbilly, redneck, hooligan, or also can hint toward laziness, lack of manners and etiquette, and/or a person who is homeless or dresses homeless and could have outlandish behavior.

The game is played on a field consisting of two sides and a target in the center (usually a traffic cone).
Each Player on each side has a bottle of beer, the goal is to finish the beer as fast as possible.
Drinking is only allowed after your team hit the target with a Hoosier tire, drinking must be stopped when the other team has put up the cone again, collected the tire and stepped behind their line.
There are various different local rules, the game is likely an adaption of the German drinking game "Bierball" (also called "Flunkyball")
