Bis short for Bismillah is a word you cannot lie on. If you lie on Bis it is a heavy punishment. It is like swearing on god.

A bi-rascal is a bi-racial child, usually with a white mother, who has unkempt hair and/or an overall unkept appearance because their primary caretaker is not experienced with caring for curly ethnic hair. Also refers to bi-racial children who are disrespectful or unmannered due to not receiving proper instruction in how black people need to navigate the world.

It looks to be a small printed book in the same format and style, but is packed with innuendo about his desire for sea men and the monkey business he gets up to with fire fighters. Likely an inside joke, for adults.
Certainly the creeping Darwinism inherent in placing a gay monkey as the lead character will offend the deeply religious.
