Similar to an anti-hero, the anti-villain has an different point of view to being a hero. Selfish and flawed the anti-villain seeks a way to glorify themselves through trying to stop crime, though they are often too cruel and brutal.

When someone decides they want to be a villain instead of a hero, nurture villainous feelings instead of heroic ones, etc. Usually is a way of fulfilling a power fantasy. A person who has a Villain Complex may not intentionally hurt other people but they prioritize their own opinions and wishes over people-pleasing.
A: Sarah totally changed over the summer, she used to be so nice but now she loves drama and telling people harsh truths.

The "Like a villain" part of the phrase refers to how rich gangsters may choose to be enjoying some liquor, maybe some fine wine, smoking a blunt of kine bud (high quality marijuana), enjoying 'chill pills' like blue valium or xanax and most likely listening to some music just enjoying the moment.
It's in the same urban family of "just chillin'" which is kind of like
how a wine would chill...not frozen, just simply appreciating in value as time passes.
