A person with a lack of self-identity or worth. Someone who wants you to call them and plan their lives. A person who you think from a distance will annoy you. For those who are energy sensitive they feel clingy in nature and make you want to stay as far away from them as possible.

Bro I just met a "scrudd" today and he asked me for money like I had known him for a long time. I don't know why "Scrudds" keep talking to me.
