Do you like to party? 

When someone asks if you “party” they are asking if you do drugs. They are not talking about marijuana because marijuana is so common that it is not considered to be a drug. When someone asks if you party they are asking if you do cocaine or meth, which are two of the most common drugs used in Los Angeles.
Someone comes up to you and asks "Do you like to party?". To which you smile and say yes. You then follow them into the bathroom and lock the doors that cut up some lines and snort cocaine.

The age at which one may party.

Time to Party

A phrase used by someone who has never attended a party to describe the time that a person would normally attend a party.
Chronologically concerned person: "What time is it?"
Asshole: "Time to Party!"

I Like To Party 

The perfect phrase used when people are pissed. Can answer almost any question.
Person1: DUDE WHAT THE HELL?! WHY WOULD YOU DO THAT?!

Person2: I Like To Party.

What someone will tell you when they are throwing a party in the pent house, meaning you have to press the elevator button 'up' to party.
