#2. To impart that "something is being done" but in all actuality your just standing there with your dick in your hand.

Any sorry excuse a Friend may give when times are tough at school. If you are overwhelmed, you should just drop the course, if you are busy you should drop the course, if you are lazy you should drop the course. Anything that demands minimal exertion will lead to dropping a course in university

Presumably comes from the cynical idea that one expects something to go wrong and things are going exactly as planned, just using golf as the analogy.
Person one: I'm able to answer the telephone all day and the minute I step out of the house to get the mail, that's when they call!
