Adjective used to describe one who doesn't fully grasp the technicalities of the English language. As one is not in the times and ain't know no English this ironically flawed phrase provides a lasting allure to one's nature.

draconian 

adj.

describes a punitive measure/punishment that is overly harsh in relativity to the crime or transgression. Normally done for the purpose of making an example for others to deter them from doing the same. Also issued out of fear/anger by an authority.
After Colombine, an elementary school principal was criticized for doling out a year's suspension to a student who used a toy pistol while playing cops and robbers. Many say that the punishment was draconian and reactionary on the part of the principal.

describes legislation, laws, or policies, that are excessively harsh and severe, which are often dictated upon without, or out of proportion, to evidence basis. It can sometimes be misread as "dragon coin" among members of the Super Mario World community. The term originated from the Ancient Greece legislator of Athens, Draco, also called Drako or Drakon, not to be confused with British pure-blood wizard, Draco Malfoy.
Draco is such a draconian.
