It's a kid/teen that don't have full consent over what they do and likes older people who are adults and have full consent over what they're doing and are being manipulated/putting the people in situations which are illegal or very sexually suggestive. When they don't consent it.

Can be called revers-pedo

The technical term is Teleiophilia (from Greek teleios, "full grown").
When a young person is in love with an older person who may be significantly older.
Teleiophelia is a very rare term due to the fact that it's socially acceptable for a younger person to like an older person

Reverse Pedophile 

A minor who is mainly or only interested in people over the age of 18. There is no limit to how much older that person might be. It can be a 15 year old diggin' on a 20 year old, or 16 on 30, whatever the case, they try to seduce people older than them.

That 14 year old was such a Reverse Pedophile. I just turned 18, I can't be messing around with that.

The opposite of a pedophile. A minor who stalks or catfishes adults, but bypasses trouble because of their age. They are on their way to being a sex offender, just wait a few more years.

When an individual is sexually attracted to older people. The older person is forced into sexual acts against there will. This is not illegal like pedophilia but should be. Molesting older people. Strong, uncontrollable attraction to senior citizens.
