A phrase coined by the self proclaimed indie-fag wannabe scene kid. Meaning... Well, no one is really sure, but the best guess is..uh, Making people complacent?

Somebody that keeps turning everybody else against each other to keep everybody mad, but not mad at them.
She wouldn't let anybody get mad directly at her, instead she tried to get everybody to take their anger out on each other. That was how she kept everyone else placated.
