"Froumpy" is a close relative of "frumpy." It is used as a more delicate way to say, "lacking in style, fit, or really any positive physical appearance." Froumpy specifically is used to describe clothes, as in, "her clothes are so froumpy they could catch the wind and blow her away."
Note: Froumpy clothes often resemble those a hugely pregnant woman would wear, but on a nonpregnant person.
His clothes were so froumpy he closely resembled a multicoloured tent with a human head poking out of the top.
