An unnecessarily large coat that could seemingly absorb a flood.

1. Wtf? One day this guy's playing dress up and the next he's wearing a fucking flood napkin.

2. The city of New Orleans should have listened to its mother and put on its flood napkin before Hurricane Katrina. Maybe if it did it wouldn't have caught millions of dollars worth of property damage and a bad case of poor black people stealing stuff.

A term often used by rappers and inner city teens to describe an African American woman who has the appearance of being grimy, seedy, ignorant, and/or with loose morals. Although the term uses the slang "ho" it is not necessarily associated with prostitution, but rather refers to the unkept appearance of an African American woman. An antonym would be tidy and clean-cut.
