A heroin addicted loser.

A Slang term for heroin is down.

Usually lives at shelters, in tents or at the city centre bus stop.

Hobbies of a DOWN CLOWN are:

picK-pocketing; thieving from family; pawning childrens toys/games/clothes; nodding off anywhere and everywhere; drooling; not showering; boosting meat from Safeway; aggressively demanding spare change from young families and business people.
Kid asks, "mom, what's wrong with that dirty man at the bus stop? He yelled at that lady for money then fell over and peed himself!" Mom's reply, "oh honey, that's just a DOWN CLOWN. that's why it's important to stay in school dear!"
