Noun.

A person who loiters or remains in a particular public place for a protracted time with the intent of eventually looting while committing other opportunistic offenses usually associated with loitering such as solicitation/prostitution.

Note: To upper and middle class non-felons this word roughly translates to the English word for shopping.

Looterer #1: So what are we doing out here? Hurricane Katrina blew through here and we ain't got no power...
Looterer #2: We're going to sit here, look as tough as we can, and grab them TVs when the sun goes down.

the act of using locker rooms as a hang out and for purposes other than changing clothes and showering.

Group of people usually middle age men that hang out in front of convenience stores blocking the entrance and cursing to each other and stare at every car that pulls up most of these losers are either county workers or appear to be homeless.

Loiterers come in all shapes and sizes, and some have particular fetishes. Among these sub-species can be found the micturater, the frotter and the vandal.

Loiterer 

People who stand outside of apartment complexes, gas stations, convenience stores (etc.) for a prolonged period of time, doing what is apparently nothing. They might yawn a lot, lean against something, stare rudely at other people, or even shout for no apparent reason.

If you do this, screw you.

wawa loiterers 

Typically older men and women that hangout by the trash cans at Wawa convenience stores. They are often seen wearing Harley Davidson jackets, but there will not be a single motorcycle in the parking lot. They will often stare at you as you walk up to put your trash away. If they aren't blasting music at 6:00am while you're trying to get coffee, they're standing out there around lunch time eyeing you up as you eat in your car. They're losers.

I went down to the Wawa and I didn't want to get out of my car because of all the wawa loiterers hanging around the trash can
