thats an idiom i coined recently , usually most of companies dnt put their email address on their sites , they just put an email address for people to send any notice or if they got fraud recruitment to the site's webmaster ! so the only way to make your cv or demand go to them is sending it it to the webmaster ,so talk to the webmaster is a good phrase to say it to someone who is almost desperate to find a job or an apartment to rent!
