A subtype of classroom attention whore (usually female) who drops personal items in the hope that her teacher (usually male) will pick them up for her, thus proving he knows she exists. This is a variation on the shlemiel/shlemazel game: the student is the shlemiel, and the teacher the shlemazel.
Young lady, that is the third time you have dropped something this bell. Is the force of gravity singling you out for unfair treatment today, or have you become another pencil dropper?

A region, also known as Hampton Roads, located in southeastern Virginia at the mouth of the Chesapeake Bay. The name derives from the region's seven independent cities, not part of any county: Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, Suffolk, and Virginia Beach.

1) LSD, also known as acid (A)
2) MDMA, also known as ecstasy (E)
As A and E are vowels, to "buy a vowel" is to purchase one of these drugs. The phrase is derived from the popular "Wheel of Fortune" television game show, but its raver connotations were spread by the movie "Groove."
Buyer: "Hi. I want to buy a vowel."
Dealer: "All right. A or E?"
