A particular individual that walks in on people at the wrong time, if someone is making out, which is a form of PDA; Public Display of Affection, this specific person will always catch these people doing nasty things. The two individuals are most likely PDA-heavy and enjoy attention on them. The pda police will make an attempt to stop these actions by giving them a pda ticket, a pda ticket is a ticket that two individuals get when they get caught doing something that is showing too much pda

A pda ticket is a ticket that two individuals get handed when the Pda police catches them doing something nasty like; groping, making out, kissing, etc.

A: Oh dude you got a Pda ticket?
B: Yeah I guess we are gonna be labeled a PDA-heavy couple now
