Rule bound
Where an organization,government ect. has so many procedures and rules that it takes almost forever to get anything done and if it's not on the rule book it won't get done.
All governments and other organizations are rule bound. Rules are an efficent way to do most things but people depend on them to much and if something unforseen comes up they will not know what to do.
The world could come to an end while there still trying to get all the paper work done.

It is a little known face and thought to be a government secret that terrorist have coated money with plutonium and put it in curculation in the U.S. and other first world countries.
