Top set 

In a secondary school, there are sometimes these things called sets. these are when the year groups are divided into classes based on there score on their entrance exam (and so, their intelligence).
The top set is supposed to be the most intelligent people in the year.

Now I've cleared that up, top set is the people whose mums bribed the teachers.
