Beef of extremely questionable quality and freshness, such as 80/20 ground beef, or meat from the food shelf of questionable provenance. The kind of thing that a dude knocks on your apartment door and tries to sell you out of a brown paper bag. Also describes any form of "beef" squeezed out of a plastic tube in a fast food kitchen.
