Somebody who's no longer considered fun to take to parties. Somebody who's family doesn't miss them when they're not present.

He/she isn't a has been with everyone now, but will be in another twenty years (or generation).

Tough neighborhood

Since income is not the factor that makes a neighborhood a tough neighborhood, it must be a neighborhood that's been around a while. A newer neighborhood hasn't been broken in yet must be the logic that separates one from the other. Like most neighborhoods though, there will be some who think its a great place to live, some who think it's boring, and some who make it sound like the most interesting place on earth, beyond just a great place to live or grow up.

The guy made his neighborhood sound like a war zone when he wanted more respect, and the most interesting place on earth when people didn't think he was interesting, always talking about shootings and robberies. Talking about a tough neighborhood can get as overrated as some of the parties described as the most popular can be. A bunch of people in the same place at the same time isn't always interesting.

Stand out

Drawing more attention than others.

The girl had on a costume/outfit ten times sillier than anyone else at the party, but at least she got noticed by never looking plain. She thought life was too short to be ignored, so she always put in more effort to stand out than others.

Mayberry

The kind of town that has a sign outside the bank with a display of the time and temperature, a small town. A suburb usually has tens of thousands of people and a mall or two, though its not as crowded (urban) as a city. A small town out in the country is different than a suburb or a town in a suburban area.

Mayberry is about as small town as it gets.
