An internet newb. In other words, Grandma Finds The Internet. Nowadays those people are extremely rare to find other than very young children and isolated aboriginal tribes. A cybernoob can also mean someone who can't even use a computer right.

reactive attachment disorder 

What can happen when you basically neglect you child's social/emotional needs. They develop this mental illness and become extremely insecure, immature and problematic, and get a really low self-esteem. If not treated, they can self-harm and become manchildren with an inferiority complex and constantly tantrum like a severely autistic child, and the disorder becomes very hard or just impossible to cure.

I regret neglecting my daughter. She developed this "reactive attachment disorder" and she had to be put in foster care because she went crazy.
