A Statement proclaiming somebody has either been:
A) Not drinking enough
B) Used as sarcasm in the sense that they are already way too hammered.

Guy: "Come on you pussy drive 'er into you"

Haggarette

A Cigarette that is haggard. In other words damaged, broken or appears to be in ruff shape because of exsesive partying, water sports, or anything else that would damage a cigarette

jimmy: Hey man you want a smoke?
Timmy: Yeah man but im not touching your godamned haggarettes.
