It is slang that was used for about a month in the 1970s, and select people have been using it to describe something positively, particularly to describe a close relationship. It is most commonly used to describe a very close friendship that could turn into (or already is) romantic interest.

A place that’s clean and green and pretty, and they went and made a city out of clay.
