(literal translation from ca. 1840's-1945, including Nazi Germany German) :

a) "Attention all non-Jews", followed by the message itself

a more modern translation from German :

b) a admonishing phrase meaning, "beware of immorality/amorality as well as immoral/amoral people in your environment".
