Cheap talk 

From gaming slang, something that doesn't concern the game. For extension something (usually shallow) that doesn't concern the real subject or purpose of the conversation.

While you're studying hard:

man one: "Oh man, I met this girl this morning, i cannot....."
man two: "shhh, stop with these cheap talks! We don't have time now!"

a phrase used to indicate an individuals inclination to verbalize opinions, stances, or other traits and subsequent reluctance to act upon said traits.

"that girl the other night said she digs me, but every time we hang out, nothing comes of it."

"yeah, well, talk is cheap."

Talk is cheap 

When you are able to only talk to the person and not see them. Whether it be over the phone, or via text message. Talk is cheap because seeing the person would be so much richer.

It's not fair. I want all of ya and talk is cheap.
