the question mark is usally used for the end of questions. but sometimes people use it to answer people instead of saying the common "what?" "hm?"

Sometimes used in reference to ? and The Mysterians, the original sixties garage band from Michigan. Their song "96 Tears" topped the mid-sixties music charts and is now considered a classic garage rock anthem.

Commonly used on instant messengers instead of an exlamation mark (!), because it apparantly looks cooler and fancier due to the curl at the top of it. It's actually just plain stupid, and it makes it look as if your asking a question all the time.
