A grouping of vehicles (usually driving on a motorway) that has become 'stuck' precisely at the speed limit due to the presence of a police car travelling on the same road.
Whilst stuck in
Panda-traffic, motorists' behaviour changes significantly, mainly due to temporarily no longer being able to break the speed limit. Motorists also become stuck in their lanes and generally behave more courteously compared with '
normal' traffic conditions (ie no police companion).
Journeys that incorporate a
Panda-traffic encounter usually last significantly longer than they otherwise would.
Once the Police car has exited the motorway,
normal driving conditions resume immediately.
