One of many contrived words that can be used when real words just aren't good enough.
This example uses the action verb form of the contrived word winge.

Misspelling of whinge, probably due to the way it is pronounced by many people. To whinge is to whine and complain
person a: My little brother likes to winge all the time- he's a pain in the ass
