Another way of saying "oh well", or "it is what it is" to signify something holds little importance to you.

Alternatively, it is also the crackhead version of "whoopty doo" to piss off your friends that use the original phrase.

"I just shat a fat load in the primary school's fridge. Whoopity doopity."
