Scrotinize 

When a disgusting male pervert (a.k.a. "scrote") scrutinizes a woman with obvious lust (often accompanied by dry humping the air or touching his unit through his pocket), he is scrotinizing her.
I was sitting on the Metro, minding my own business, when this homeless perv stands right in front of me and starts to reach deep in his front pocket, grunt and scrotinize me all over.
