It means yes okay, but in the main its use is restricted for the use of English posh people certainly when used as a sincere reply.
Liam said "We need to increase sales to 600k, when we get there talk to me again, I will think about it" Lily said "Righto" smiled and walked back into her office ready to increase sales.

When one claims to have accomplished something that is utterly impossible this phrase should be said in response. It is usually pronounced in a sarcastic tone so the other person is informed of the person's disbelief of their claim.
Christian: "I hooked up with Georgie last night."
Joel: "Righto mate."
(i.e Georgie is mint and Christian could not have possibly got with her.)
