When someones lips are so dry that the skin around it turns red and it looks like they have drank ribena and stained their skin.

Ribena Lip 

A person (usually a child) who licks there lips to much making it look like they have drunk to much Ribena and it has stained all around there mouth.

"Doctor whats wrong with my child?"
"He has Ribena lip the little cunt"
