Used by mainly the Latin and South American communities on the internet as an response of boredom, anger, or any other negative emotion. This is because these two symbols (which are two ¬s, which is the negation symbol) are similar to the 😒 emoji, which is more widely used for the same purpose and also looking like half-open two eyes looking to the right in a negative manner.
