base kid

A kid in my school who probably has some sort of mental disability who goes to the base or the "Arches".
the base is where the people with learning difficulties go. i don't know what they do there.
There's quite a lot of base kids in my school.

Person 1: Who was that guy that keeps on looking at me in PE?
person 2: Oh yeah, that's John, he's a base kid.
