An arcade with many coin pushers, spinning wheels, claw machines, cut the rope, and other ticket/prize machines but few actual games. Generally these make money off kids trying to win prizes or ticket jackpots and are massive money sinks because of this.

That's not an arcade: it's a kiddie casino.

I got roped into taking my nephew to the kiddie casino. I lost $60 but he got sparkle slime.
