It originated from the game "VRChat" where a deformed version of the characters knuckles and sonic from SEGA would walk up to people and speak with a Ugandan accent of sorts asking them "Do you know the way?" and "Do you have ebola? You have to have ebola to know the way."
It's somewhat funny but should really just stay in VRChat.
