Originally from North East Scotland, this acronym is used to express your displeasure. Commonly thought to be short for 'Willy Up Bum', it's more probable to be a prison warden's written euphemism for uncooperative inmates 'Without Underlying Benefits'.

Person 1: "A bird flew past me and did a poop on my new jacket!"
Person 2: "That is wub!"

Or

Prison governor: "What are your thoughts on Peter Nichols on East Wing? Is he ready for treatment?"
Warden: "I'm afraid to say, sir, that he's completely wub."
