When someone (usually a male, but in some cases a female) hits on the opposite sex. "Mad dogging" can be successful or lead to a good ol' slap in the face.

"Yo, what's Taylor up to tonight?"

He is described as having almost god like powers. It is unknown if the Mad Dog is still among us but it is speculated in recent years he will bring upon the end of the world.
