To "high-hat" one is 1) to scorn the individual, to demonstrate open disdain. 2) to melodramatically display lack of interest. 3) to be pompous; escpecially, to dismiss.

As a result of being around so much smoke in a confined area one gets high (see tron, chron’d, chron, or trinitron) just from being in contact with said cloud of smoke.
