A derogatory term that combines the word "biotch" and the name of former Serbian president and war criminal: Slobodan Milošević. Any douchebag with megalomaniacal or genocidal tendencies.

While pretending to be an enlightened despot, he was actually a real Slobiotch Milosebiotch for letting his people starve like that.
