It’s a software used by some schools on a device we use for schools to block some websites deemed “destructive to learning” by said school. It also blocks things when there’s no internet connection for some reason, and when the students are at home. It’s actually kind of funny how it blocks websites that hardly have any distraction potential like webtoon(like it’s just webcomics bruh) and Naver(99% of people here don’t know how to speak Korean, what are they gonna do with a website containing Korean webcomics?) and WhatsApp web and discord (like what beef dy have with a messaging platform? Yk we can achieve the same outcome with Google chat right?) They also blocked the no internet game for some reason. But they do know what’s best for students after all, so they can definitely be trusted *cough cough cough* sorry I choked on my water and while writing this
Someone who wants to read webcomics: why did mobile guardian webtoon again?
Someone who uses Discord: I don’t know, they blocked 99% of social media as well. It cannot be rationally comprehended by “Low lifes” like us who apparently have no brain cells and no self control in the eyes of higher ups. But alas we yield and trust that they know what’s best for us, because they most likely do

Someone who plays video games in their mobile device. Typically games like Call of Duty: Mobile, PUBG Mobile, or any other crappy mobile versions/rip-offs of existing titles.
Steve: There's this guy Alex in our school who is a player of a pro league team for Call of Duty: Mobile.
Ryan: Yeah, that Mobile Gamer? I can't believe these posers even call themselves gamers! They don't even use a PC or a Console to begin with.

To offer to lend someone your phone, to enable them to talk to someone else who gives a fuck. While they're talking about something no-one cares about. Can be just a visual gesture of the offer (eg holding it out for them to use).
Adapted by Dave B from an earlier expression of offering them 10p (and then 20p) when that amount was enough to pay for a call from a phone box.

"Sorry to interrupt Steve, but would you like to borrow my mobile? So you can tell someone who gives a fuck."
