A Noun. A Jotard is someone who is obsessed with the show Japanese Manga and Anime JoJo's Bizarre Adventure. They Can often be seen making poses from many iconic scenes in the show. You might also hear the unintelligibly spouting nonsense such as "Muda Muda" or "Ora Ora."
