You can get one when you turn 10, from a Professor in your nearest lab. Professor will only give you three choices though.
The good thing is the Professor will give you 6 Pokeballs with which you can capture 6 more. You just need to walk on tall grass and you can be attacked by a wild Pokemon.

Jimmy (just turned 10); Hey Professor Williams, can I choose my Pokemon now?
Professor Williams: I already told you Jimmy, stop reading urban dictionary.
